Andrew Picard

Executive Director

We are excited to announce Andrew Picard has been appointed the new Executive Director of Stepping Stone of San Diego. With a strong background in non-profit leadership, organizational development, and a dedication to LGBTQ+ and recovery communities, Picard is well-equipped to guide the organization into its next chapter.

Background and Experience

Picard has an extensive professional history managing non-profits and government entities focused on healthcare for marginalized communities, LGBTQ+ communities, and workforce and economic development. As an LGBTQ+ community member himself, his personal experiences drive his passion for creating inclusive programs that uplift and empower, approaching his work through a people-centered lens that prioritizes equity, diversity and belonging.

Most recently, Picard served as the Chief Operations Officer at Mama’s Kitchen, where he managed a nearly $5 million budget and oversaw various departments for all operational strategy and community-facing initiatives.

At the San Diego Workforce Partnership (SDWP), he successfully managed a grant portfolio of $30M+ in federal, state and county public social impact grants. In this role, he also grew private-philanthropic revenues through 15 new funding streams, as well as oversaw multiple departments and operations for the organization. Picard also led state and national advocacy strategies with then Governor Brown and the Obama Administration. Prior to SDWP, Picard worked with state and federal leaders on the Affordable Care Act healthcare policy implementation and program design, ensuring that programs reflected the communities served.
