Eric Chavez, MD

Associate Medical Director & Principal Investigator · Artemis Institute for Clinical Research
Eric Chavez, MD, is a psychiatrist and addiction medicine specialist serving as Associate Medical Director and Principal Investigator at Artemis Institute for Clinical Research. He conducts clinical research studies on the safety and efficacy of new medications for conditions such as addiction, Alzheimer’s dementia, depression, and schizophrenia. An advocate for the LGBTQ+ community, Eric champions access to cutting-edge treatments for addiction and mental illness. He has served as Secretary of the Stepping Stone board since 2022, previously served as medical director from 2017–2021, and on the board from 2003–2005.

John Hall is a seasoned Tax Accountant at The Niki Group, LLC, where he manages the tax obligations for a $1 billion commercial real estate portfolio encompassing 150 entities across 37 states. His expertise includes tax planning, coordination and compliance of 1031 exchanges, preparation of partnership returns, and handling high net worth individual returns. John also supports accounting functions such as consolidated financial statements, audit support, acquisition and disposition planning, and related tax strategies. He holds a Master of Science in Taxation (MSTax).

Kelcie Parra

Kelcie Parra is a nonprofit executive and community advocate with a career focused on building compassionate, effective systems of care for people navigating crisis. She currently serves as Executive Director of Crisis House, where she leads programs supporting individuals and families experiencing homelessness, domestic violence, and other complex challenges. Her work centers on collaboration, data-informed decision-making, and the belief that dignity and stability are necessities.
Kelcie’s commitment to recovery-oriented services is deeply personal — after losing a loved one to substance use disorder, she brings both urgency and empathy to ensuring that recovery spaces are accessible, affirming, and rooted in hope. She lives in La Mesa with her wife and their two cats.

Kevin Nichols

Kevin Nichols is a highly experienced Substance Use Disorder Counselor at Turn Behavioral Health, where he has dedicated eight years to helping individuals achieve sobriety and mental wellness. An alumnus of Stepping Stone, Kevin has served as Chair of the Alumni Association and as a board member for four years, in addition to volunteering as a group leader. His commitment to public health is further evidenced by his participation in the World AIDS Convention on Capitol Hill and his four-year tenure at the SDSU DUI program. Kevin holds a degree from San Diego City College. His professional journey is marked by extensive practical experience, volunteerism, and a profound commitment to helping others achieve long-term recovery.

Dr. Laura Bamford

Dr. Laura Bamford is a board-certified infectious disease specialist and Medical Director of the Owen Clinic at UC San Diego Health, specializing in HIV care, prevention, and treatment for individuals at high risk, including those with opioid use disorder or hepatitis C. Previously, she led Clinica Bienestar, a Spanish-speaking HIV clinic in Philadelphia. An associate professor at UC San Diego School of Medicine, her research focuses on HIV prevention among people who inject drugs. She completed her medical training at Jefferson Medical College, Columbia University Medical Center, and the University of Pennsylvania.

Matt Harris

Director of Government Relations · San Diego County Regional Airport Authority
Matt Harris is the Director of Government Relations at the San Diego County Regional Airport Authority, where he has held various senior positions since 2005. Before moving to San Diego, he spent a decade in Washington, D.C., in senior roles with the U.S. Secretary of Transportation and the U.S. House of Representatives. In the aviation industry, he serves as Vice Chair of the Airports Council International – North America Facilitation Committee.
Additionally, Matt chairs the Board of Visitors at the University of North Carolina School of the Arts (UNCSA) and is President of The Semans Art Fund. He holds a Master of Science in Executive Leadership from the University of San Diego and a Bachelor of Arts in Political Communication from The George Washington University.

Michael Moore

Chief Product Officer · MD Revolution
Michael Moore is the Chief Product Officer at MD Revolution, a digital health IT company developing technologies and services for remote care management of chronically ill patients. A community leader with over a decade of experience, Michael has been involved with Stepping Stone of San Diego since 2014, joining the Board of Directors and becoming Chairman in 2015. He implemented crucial business planning, budgeting strategies, and enhanced fundraising, which led to the recruitment of Executive Director Cheryl Houk, the restoration of financial strength, and the expansion of services including an outpatient treatment center and sober living services.
In 2023, Michael led the search committee to recruit Andrew Picard as Executive Director and transitioned to Treasurer in 2024. He is dedicated to ensuring recovery and HIV/AIDS services are accessible to the community regardless of ability to pay.

Dr. Rebecca Lee is the Director of the Personnel Commission for the Poway Unified School District, bringing over 15 years of HR experience in K-12 and community colleges, specializing in classification, compensation, recruitment, and compliance. She previously worked at USC, focusing on student engagement and campus climate. She holds a Doctorate in Educational Leadership from USC, a Master’s in Public Administration from CSU Long Beach, and a Bachelor’s in Political Science from UC San Diego. She volunteers with the American Red Cross, the San Diego LGBT Center, and Volunteer with Cheli.

Teresa Oyos has a long and distinguished career dedicated to supporting the community through sobriety and substance abuse recovery. With an early career as a graphic artist, Teresa transitioned into the substance abuse field, where she made a significant impact for many years. She retired from UCSD HIV Neurobehavioral Research and has been involved with Stepping Stone of San Diego for decades. A longtime AA volunteer, she is dedicated to supporting the community through sobriety sponsoring. Teresa holds a degree from San Diego State University.

Tim Fronczek

Tim Fronczek is a retired CEO with an impressive career spanning multiple industries. He served as CEO of The Computer Admin for 15 years. Before that, he played a pivotal role at Home Depot as part of the national operations team, overseeing the conversion to the SAP project — following his role as lead architect in the HomeStar project for CTI, which was later acquired by Home Depot. Tim’s career began in the commercial printing and envelope manufacturing industry, where he was deeply involved in developing custom computer front ends and SQL database back ends. His technical expertise and leadership skills have left a lasting impact across various sectors, and he continues to bring valuable insights to the board.

Tom Fleming is a semi-retired Senior Operations Information Technology Executive who currently consults in the IT space. He has a successful track record of leading high-technology businesses through strategic repositioning, achieving operational excellence, and meeting targeted business objectives. Tom holds a Bachelor of Arts from UC San Diego and a Master of Business Administration from National University. He has completed additional graduate-level coursework in Finance, Marketing, and Managerial Economics at San Diego State University, along with numerous courses in Accounting and Tax at UC San Diego. He also has advanced industry training in Quality Assurance Methodologies, Data Warehousing, Networking Design and Implementation, and Content Management.
