Andrew Picard
Executive Director
Andrew Picard was appointed Executive Director of Stepping Stone of San Diego. With a strong background in non-profit leadership, organizational development, and a dedication to LGBTQ+ and recovery communities, Picard brings a people-centered lens that prioritizes equity, diversity, and belonging.
Picard has an extensive professional history managing non-profits and government entities focused on healthcare for marginalized communities, LGBTQ+ communities, and workforce and economic development. As an LGBTQ+ community member himself, his personal experiences drive his passion for creating inclusive programs that uplift and empower.
Most recently, he served as Chief Operations Officer at Mama’s Kitchen, managing a nearly $5 million budget and overseeing all operational strategy and community-facing initiatives. At the San Diego Workforce Partnership, he managed a grant portfolio of $30M+ in federal, state, and county public social impact grants and grew private-philanthropic revenues through 15 new funding streams. He also led state and national advocacy strategies with then-Governor Brown and the Obama Administration, and prior to that worked on Affordable Care Act healthcare policy implementation and program design.

Sarafina Scapicchio
Deputy Executive Director
Sarafina Scapicchio comes to Stepping Stone with over two decades of experience in nonprofit leadership, specializing in LGBTQIA+ organizations. She previously served as Deputy Executive Director and Interim Executive Director at San Diego Pride, and has held leadership roles at the San Diego LGBT Community Center and Girl Scouts San Diego. She completed her MSW therapy internship at Stepping Stone, giving her unique insight into the organization’s programs and mission.
Sarafina holds two master’s degrees: one in Nonprofit Management from the University of San Diego and another in Social Work from San Diego State University. She has also volunteered for She Fest, San Diego’s Trans Day of Empowerment, and the Tracie Jada O’Brien Trans Youth Scholarship Fund, and has served on the Boards of AFP San Diego and Women Give.
